Project Description

In 2019, the City of Vancouver completed a capital improvement project at the Vancouver Landfill, located in the municipality of Delta, B.C.. The project included the addition of two new weigh scales, a two-storey weigh scale building, and an expanded residential drop off area.

Due to budget constraints, several scope items were removed from the project, which the City sought to complete. The outlying work included installation of a cover over the Household Hazardous Waste (HHW) area, three bin canopies with lighting in Zero Waste Center 3, two pedestals with protective bollards to hold two intercoms located at the bypass lanes, and a wheel/ truck wash.

Our Role

Upon commencing the project, RAM reviewed the designs that had been completed as part of the initial project but had been cut from the final scope of the project due to budget overruns. Our team worked through multiple user requirements workshops with the Landfill Operations team to identify value engineering opportunities to optimize designs and increase the final scope within the available project funding.

On completion of the value engineering phase of the project, RAM successfully developed detailed design on all scope items, as well as a Class B estimate for final funding approval.  We provided project management, engineering, estimating and construction supervision services, which included:

  • Developing the specifications, drawings and scope of work documents to support all procurement activities required for the project. The team also assisted in the evaluation of all tender submissions and addressed all technical requests for information during the procurement process;
  • Construction supervision including the validation of all contractor monthly progress claims for the purpose of invoice verification to the City;
  • Overall project management services, including coordination of information requests between RAM and the Landfill Operations team, confirming landfill operational constraints and expectations, tracking of technical, safety, environmental, and operational risks and issues through the project lifecycle;
  • Comprehensive management duties that included scheduling, cost control, and monthly progress reporting.
