Project Description

The Government of BC initiated the replacement of the existing tunnel with a new 10-lane wide high-level bridge over the South Arm of the Fraser River linking Delta with Richmond. The Project scope was to include the significant widening of Highway 99, the replacement of existing interchanges and overpasses, and the decommissioning of the Tunnel at an initial estimated cost of $3.5 billion. The Ministry of Transportation issued an RFP for a Design Build solutions at the time.

RAM’s Role

RAM was retained by Hall Constructors as part of the SNC-Lavalin Design Build team to derive budgets for the relocations of third-party utilities. RAM conducted desktop reviews of the third-party information and investigated all the potential conflicts and relocations. Furthermore, RAM coordinated with the utility’s owners such as Metro Vancouver, Telus, Shaw, FortisBC, and BC Hydro to come up with preliminary solutions for their utility’s protection and relocations. RAM then completed the quantities take-off and worked with the team’s electrical and communications contractors to estimate the budget associated with the work.
