Project Description

The City and County of Honolulu (CCH) contracted with Synagro to design, build, and operate an in-vessel bioconversion facility located at the Sand Island Wastewater Treatment Plant.

The facility consists of an egg-shaped anaerobic digester, centrifuge dewatering, and a heat-drying bioconversion facility, which processes the biosolids produced in CCH’s main wastewater treatment plant into Granulite pellets. The pellets produced provide a natural substitute for synthetic fertilizer to Oahu’s agricultural and landscaping communities.  This produces an Exceptional Quality-designated product, and provides a model for a closed-loop environmental system.

Our Role

RAM provided consulting services in compliance with industry standards, legal requirements, and project-specific guidelines. Our scope of work included essential activities to complete the project while ensuring regulatory compliance and professional integrity, such as:

  • reviewing drawings and technical data – analyzing the provided documentation to ensure compliance with project specifications and standards;
  • assessing contractor claims – evaluating the validity of claims based on the reviewed documentation, including justifications for changes, delays, or additional costs;
  • conducting comparisons – comparing and contrasting the contractor’s submissions with original contracts and project plans to identify discrepancies or unsupported claims;
  • preparing reports – documenting findings and providing recommendations based on the analysis for decision-making by project stakeholders;
  • ensuring compliance – verifying that all claims aligned with contractual obligations and relevant regulations.
