Project Description
ASN Constructors is the construction arm of the Red River Valley Alliance, and is building the Fargo-Moorhead Area Diversion channel in North Dakota, USA, as a reaction to the devastating 1997 Red River flood that impacted the area.
The Fargo-Moorhead Metropolitan Area Flood Risk Management Project represents the first United States Army Corps of Engineers (USACE) public-private partnership (P3) and is one of the first large-scale, ESG-focused P3 transactions in the United States of America.
The project offers long-term flood protection to the Fargo-Moorhead-West Fargo metro area, and is designed to withstand a 100-year flood, as well as providing resiliency in the event of a 500-year flood.
Our Role
RAM was retained to review the Construction Quality Management Plan and Design Quality Management Plan, overseeing the following:
- Compliance with project agreement & technical requirements;
- Alignment with developer project management plan;
- The development of project procedures for interim completion, substantial completion, and final completion.
