Project Description

ASN Constructors is the construction arm of the Red River Valley Alliance, and is building the Fargo-Moorhead Area Diversion channel in North Dakota, USA, as a reaction to the devastating 1997 Red River flood that impacted the area.

The Fargo-Moorhead Metropolitan Area Flood Risk Management Project represents the first United States Army Corps of Engineers (USACE) public-private partnership (P3) and is one of the first large-scale, ESG-focused P3 transactions in the United States of America.

The project offers long-term flood protection to the Fargo-Moorhead-West Fargo metro area, and is designed to withstand a 100-year flood, as well as providing resiliency in the event of a 500-year flood.

Our Role

RAM was retained to review the Construction Quality Management Plan and Design Quality Management Plan, overseeing the following:

  • Compliance with project agreement & technical requirements;
  • Alignment with developer project management plan;
  • The development of project procedures for interim completion, substantial completion, and final completion.

Project Highlights

This project saw the successful construction of a thirty-mile diversion channel and a twenty-mile southern embankment, along with nineteen new bridges.  With safety and resiliency at the forefront of this project, it is estimated that 235,000 residents will now be protected in the event of any potentially-destructive flooding in the future.

The project also received the Project Finance International 2021 – Americas P3 Deal of the Year award.
