Project Description

The Highway 7 Remediation project, completed in 2023, consisted of embankment and drainage improvements and the asphaltic surface treatment of Liard Highway (No. 7) in the Northwest Territories.

RAM partnered with Acho Dene Koe First Nation (ADKFN) on this project, with specific scope items including:

  • Right-of-way clearing and clean-up;
  • Drilling, blasting, and quarry development;
  • Loading, hauling, placing, and compacting sub-base and base-course aggregates;
  • Installing guardrails;
  • Roadway preparation and stockpiling;
  • Installing CSP culverts;
  • Application of asphaltic surface treatments;
  • Ditch excavation;
  • Installation of traffic signs.

Our Role

As the client’s construction manager and contract administrator, RAM’s role was to ensure the civil subcontractor performed the work consistent with the Government of Northwest Territories’ contract documents. Our collaboration with ADKFN also included mentorship of the Nation-owned civil works business to increase the ability of work self-performance, assist in technical discussions with the government, and provide bonding support to ensure ADKFN had all opportunities available to them.

RAM was also directly responsible for the quality control (QC) component of the Quality Management Program for the project. Responsibilities included:

  • Preparation of project QC Plan;
  • Construction inspections;
  • General project and construction management activities;
  • Quality control and material testing;
  • Reporting and certification;
  • Field engineering.
